It is the only part of a lighting installation that cannot wait until after opening: without it, the occupancy certificate does not arrive. And yet it is almost always the last item to be defined.
The only light that cannot wait
Of every item in a lighting installation, safety is the one that does not allow a «we will sort it out after opening». A chandelier that arrives late is replaced with a temporary one and swapped once the property is open. A missing or non-compliant emergency light blocks the certificate, and without that certificate you do not open.
This asymmetry is well known to whoever handles safety and almost unknown to whoever chooses the decorative pieces, and that is precisely why the problem recurs on every site. The two streams travel on different tables, with different people, and they meet at the worst possible point: once the suspended ceilings are closed and the finishes laid.
Why it always comes last
Because it is not beautiful. In every design meeting the time is spent on the things that can be seen, and emergency lighting is by definition a thing that must not be seen. Nobody brings it to a presentation, nobody puts it in a render, and no client asks to see a sample of it.
The result is that it enters the design when the inspector enters, which is to say too late to be integrated. By then the positions are dictated by the standard and not by the design, and what can be done is to add fittings where they are needed, not where they would look right. It is why so many elegant lobbies have a green rectangle in a spot that jars. And there is a second effect, less visible and more expensive: when emergency lighting arrives late, so does the cable it needs, and that cable runs where it can — which is to say where the ceiling is already closed.
Two families, and they do not do the same job
The first is signage: the pictograms that mark the exit, which must be visible from a stated distance and stay lit or come on in the dark. The second is escape route lighting: fittings that must guarantee a minimum level of light on the floor, because whoever is leaving has to see where they put their feet.
They are often confused, and the confusion costs: a hotel can have every pictogram in the right place and not enough light along the route, or the other way round. They are two distinct checks with two distinct criteria, and passing one says nothing about the other.
The five points nobody puts in the specification
These are questions asked in a twenty-minute meeting at the start, and by the end of the works they no longer have an affordable answer. They are not the requirements of the standard, which the designer knows: they are the things that decide whether emergency lighting is integrated into the design or stuck on at the end:
- who designs it: the safety engineer, the electrical contractor, or whoever chose the decorative pieces
- whether a decorative fitting can host it, and therefore has to be prepared at drawing stage
- where the batteries sit, and whether they are on board or centralised in a plant room
- who runs the periodic tests and who keeps the log the inspector will ask for
- how a battery is replaced in four years without dismantling the suspended ceiling
Integrated or added: it is decided at the drawing
A bespoke decorative fitting can host an emergency function, but only if it is decided while the piece is still a drawing: it needs room for the battery, it needs to dissipate the heat the battery produces, and it needs access to replace it. Asking afterwards means remaking the body.
When integration is not possible — and often it is not, because a blown piece does not house a battery — the honest choice is to design the emergency lighting as an element of its own, placing it where it is required and choosing it so that it disappears: a recessed profile, a flush ceiling fitting, floor-level signage where the standard allows it.
Batteries are the cost nobody budgets
An emergency battery has a useful life of a few years, far shorter than the fitting that houses it. On a property with two hundred emergency points that means a recurring replacement campaign, and the real cost is not the battery: it is the labour to reach it.
This is why «where does the battery sit» is an economic question and not a technical one. A battery in a recessed fitting reachable from a ladder is changed in five minutes; a battery inside a decorative body hanging at eight metres needs scaffolding or a platform, and the cost multiplies by a factor nobody put in the original budget. On a large property it is worth reasoning by zone: centralised batteries where the fittings are high and awkward, on-board batteries where a ladder gets you there.
The questions to ask before choosing the decorative pieces
There are four, and they go to the safety engineer, not to the lighting supplier. The answer changes which decorative fittings can be used in that spot, so it comes before the aesthetic choice and not after:
- which are the mandatory escape points in this room, and at what minimum level
- can the emergency function be integrated into a decorative fitting or must it stand alone
- is the supply an on-board battery or centralised, and who chooses it
- who signs off the safety design and who verifies it at handover
Handover is tested in the dark, and nobody rehearses it
Verifying safety lighting means cutting the supply and measuring what stays lit and how much light reaches the floor. It is a quick test and it cannot be simulated by looking at a drawing: either the fittings are there and work, or they are not. And it is discovered at that moment, which is days before opening.
It is worth doing much earlier, as soon as the fittings are in place and before the finishes go on. It costs an hour and removes the one risk that genuinely stops an opening. Nobody does it, because by the time the fittings are in place the site is running and nobody wants to cut the power. And if the test is done early, a fault found is still repaired inside the works, with the same crews already on site and without opening anything twice.
The log the inspector will ask for
Beyond the fittings, the standard asks for proof that they keep working: periodic tests, with the result recorded. On a new property this looks like a distant obligation, and it becomes urgent the day an inspection asks for it and it is not there. The log cannot be reconstructed afterwards: either the tests were done, or they were not.
Whoever supplies the fittings can make this far easier or far harder. A system with self-testing runs the tests itself and records them; a traditional system requires somebody to go fitting by fitting, with a ladder. Across two hundred points the difference between the two is not a detail: it is one person for two days, twice a year, forever.
Who pays for it, and why it is a real question
On paper the electrical package pays. In practice, when the emergency function has to be integrated into decorative fittings, or when the mandatory position calls for a fitting that shows as little as possible, the cost shifts onto the lighting supply without anybody having budgeted it.
There is only one way to avoid that discussion: naming it at the start. If the specification says clearly which fittings must carry the emergency function and who supplies them, the cost belongs to somebody from day one. If it does not, the cost surfaces at the end and becomes a negotiation between people who have all already spent their budget. The practical rule is simple: any item two different trades each believe belongs to the other has to be named twice, once per trade, with the name of who pays.
The visual fault is a symptom, not the disease
The out-of-place green rectangle in a carefully designed lobby is not a matter of taste: it is the visible trace of a decision taken too late. When emergency lighting enters the design along with everything else, it can nearly always be made to disappear — behind a cornice, inside a profile, in a place where the pictogram is visible to whoever is leaving and not to whoever is arriving.
When it enters at the end, the only variable left is where, and where is dictated by the standard. That is why it is worth bringing it into a design meeting even though it is not beautiful: it is the only moment at which you can still choose how to make it sit well. In a well-run hotel, safety lighting done properly goes unnoticed, and that is exactly the proof the design was thought through as a whole instead of summed up at the end.
How we handle it
When a request comes in for a lobby, a staircase or a corridor, we ask whether the safety design already exists and whether it foresees points in that area. It is not a way of lengthening the timeline: it is that if the answer comes later, the piece we will have drawn may be the wrong one for that spot.
And when integration is possible we propose it in writing with its cost stated separately, so it stays visible to whoever does the sums. A cost hidden inside a total helps nobody decide, and above all it comes back — usually at the moment when there is no longer a choice.
